The bunker halogen residual chart for 04/04/2009 showed that it took approximately 4 hours before the first reading of 2 ppm was achieved after the start of bunkering. The bunker halogen residual chart for 11/01/2008 showed that it took approximately 3 hours.
Recommendation:
Ensure that the free halogen residual reaches 2 ppm no more than 30 minutes after the start of potable water bunkering.

Potable Water-

Violation:
The vessel was in dry dock in Freeport 01/23-28/2009. During that time there was extensive work conducted on the potable water system. There were no far point free halogen residual readings on the charts. A review of the free halogen residual charts for the distribution system in the engine room showed that either the water was shut-off or that the residuals were within acceptable levels at that location. Per the engineer, there were a few days when there was no water to the upper decks. The far point analyzer chart recorder was located on deck 10 . There was no attempt to select an alternate far point for manual testing. There were individuals living on the vessel at that time and the vessel returned to Ft. Lauderdale after this dry dock.
Recommendation:
Ensure that halogen analyzer-chart recorder charts are changed, initialed, and dated daily and contain notations of any unusual water events in the potable water system.
