Abstract: This report presents the results of the cognitive evaluation of the 2018 Research and Development Survey (RANDS 3) conducted by the National Center for Health Statistics’ Division of Research and Methodology (DRM). RANDS is an ongoing, periodic online survey conducted by DRM using commercially-available, probability-based online survey panels. It differs from other NCHS survey systems (such as the National Health Interview survey, or NHIS, and the National Health and Nutrition Examination Survey, or NHANES) in that its goal is not to produce national or sub-national estimates, but rather to function as a platform for conducting cognitive evaluation and other methodological work. Specifically, RANDS is used to supplement cognitive evaluation studies conducted by NCHS using more traditional methods, such as cognitive interviewing, by employing emerging question evaluation methodologies such as web probing.
