A jurisdictional capacity building assistance (JCBA) plan is tracked in CBA Tracking System (CTS), but this does not preclude outside communication (e.g., phone, email, face-to-face) regarding a JCBA plan.
The following information pertains to TA providers who have a JCBA plan announcement number in their profile.
All TA providers with a JCBA plan announcement number in their profile are involved in the JCBA plan process.
Each TA provider will be the lead on 1/3 of the JCBA plans in their region.
The Lead TA provider is the author of the JCBA plan.
A JCBA plan may be created in Excel or manually entered in CTS.
The format for the Excel file is noted in a code book document and provided to the TA providers.
The Lead TA provider may upload the JCBA plan final draft (Excel file) into CTS. For details, see Provider Upload JCBA Plan Final Draft.
If the wrong JCBA plan is uploaded, or if there is some other issue with the JCBA plan and it needs to be deleted, the Lead TA provider will contact the CTS Coordinator.
The CTS Coordinator will delete the JCBA plan in question.
The Lead TA provider can then upload the correct JCBA plan, or start the JCBA plan process over if needed.
The Lead TA provider may manually enter a JCBA plan final draft in CTS. For details, see Provider Manually Enter JCBA Plan.
The overall status for a JCBA plan is either incomplete (final draft) and unapproved, or completed (finalized) and approved.

Jurisdictional CBA plans created and approved outside of CTS are uploaded by the CTS Coordinator through CTS Admin.
