It appeared that the ship had a forward and aft distribution loop that was interconnected and shared a common return line. However, the E3 line off of the manifold that served the bell box pantry and the Sky Walker Bar was not interconnected with the rest of the system except at the return line. This left a far point of the system that was not being analyzed for a free halogen residual by an automatic halogen analyzer with a chart recorder. Per the staff's records, two manual free halogen residual tests were performed each day at the Sky Walker Bar and were within the acceptable range of 0.2 to 5 ppm free residual chlorine.

Recommendation:
Ensure that a halogen analyzer-chart recorder is installed at a distant point in the potable water distribution system where a significant water flow exists. In cases where dual distribution loops exist, and no pipes connect the loops, ensure that an analyzer and chart recorder is installed on each loop.
