Violation:
The air-gaps installed for the backflushing of the two mineralizers were not found on the master listing of backflow prevention devices and methods, and as such was not included on the inspection record of backflow preventers. This was noted in the January, 2014 VSP inspection report as well. Staff did find the air-gaps listed in the plumber folder on the electronic system, but that folder is not the one used for conducting the annual inspections.

Ensure the most up to date cross-connection list is used to establish a comprehensive inspection schedule in the electronic system used to record testing and inspection of backflow prevention methods and devices.

Recreational Water Facilities-Deck 9 Hydropool

Violation:
The bromine residual as measured directly from the hydropool using the manual kit from the ship and the inspector registered values of 4.24 ppm and 3.50 ppm on the first test, 2.04 and 2.03 on the second test, and 3.27 and 3.29 on the third test. Both kits were then used to measure the residuals at the pool mechanical room, where the analyzer reading was 5.86 ppm, again using the ship's kit and the inspector's kit. The first test result was 6.09 ppm and 5.53 ppm, and the second test result was 5.32 ppm and 5.50 ppm. It was not clear why there was so significant a difference from the mechanical room to the water in the pool, since the sample line appeared to be from the pool side wall. The team immediately returned to re-sample the pool and the results were 3.38 ppm on the ship's kit and 3.41 ppm from the inspector's kit. In each test after the initial one a single sample was collected and the water from that used for the individual tests for the ship and the inspector. The hydropool was closed to address this halogen residual problem.

Recommendation:
Maintain a free residual halogen in recirculated RWFs in the following ranges: (1) swimming pools, between 1.0 and 5.0 mg/L (ppm); (2) children's pools, between1.0 and 5.0 mg/L (ppm); (3) wading pools, between 1.0 and 5.0 mg/L (ppm); (4) interactive RWFs (activity pools), between 2.0 and 5.0 mg/L (ppm); (5) baby-only water facilities, between 3.0 and 10.0 mg/L (ppm) free chlorine or between 4.0 and 10.0 mg/L (ppm) bromine; and (6) whirlpool spas and spa pools, between 3.0 and 10.0 mg/L (ppm) free chlorine or between 4.0 and 10.0 mg/L (ppm) bromine.

There was a consumer advisory sign posted at the cold self service lines port and starboard which described the consumption of raw or undercooked meats. The sign was directly above the cold smoked salmon and hot smoked mackerel which both had identifying signs posted at the food with the food name and an asterisk (*) symbol to connect them with the advisory.

Recommendation:
Include the words fish in the advisory statement regarding undercooked animal foods, and ensure to link it by using the words smoked salmon with an asterisk in the sign.

If time only?rather than time in conjunction with temperature?is used as the public health control for a working supply of potentially hazardous food before cooking, or for ready-to-eat potentially hazardous food that is displayed or held for service for immediate consumption, ensure the food. (3) Is marked or otherwise identified to indicate the time 4 hours past the point in time when the food is removed from temperature control (if the time between service set-up and closing is greater than 4 hours. and (4) Is discarded within 4 hours of placement on time control.

(2) List refrigeration and hot holding units (compartments and cabinets) on time control (the physical units must also be labeled as such). (3) Describe or show the flow of potentially hazardous food from when last in temperature control to placement in time control and discard.

There was a large uncovered pitcher of milk in the cold basin for staff self-service in the buffet line. Staff applied a food film cover to cover the pitcher immediately during the inspection.

Protect food on display from contamination by the use of packaging; counter, service line, or salad bar food guards; display cases; self-closing hinged lids; or other effective means. Install side protection for sneeze guards if the distance between exposed food and where consumers are expected to stand is less than 1 meter (40 inches).

Inside an upright reach-in refrigerator was a 1.5 liter plastic bottle labeled as a mineral spring water, but it was filled with a pink colored liquid, thought to be some cordial mixed by a staff member for beverage service. There was no other identifying label for the actual mixture, so the original spring water label was the only identification present on the bottle.

Recommendation:
Ensure containers holding food or food ingredients that are removed from their original packages for use on the vessel, such as cooking oils, flour, herbs, potato flakes, salt, spices, and sugar are identified with the common name of the food.

Small portable wooden side tables were set beside the fixed waiter stations throughout the restaurant. the height of each was well below that of the fixed station counters. Uncovered water pitchers as well as small uncovered bowls of sauces were set on these side tables in positions directly beside the soiled side of the waiter stations, where dripped material could easily roll off the counter and into either the water pitchers or the sauce serving bowls.

Recommendation:
Protect food from contamination by storing the food: (1) Covered or otherwise protected; (2) In a clean, dry location; (3) Where it is not exposed to splash, dust, or other contamination; and (4) At least 15 centimeters (6 inches) above the deck.
