The cross-connection control program included a comprehensive list of testable and non-testable devices. There were no actual inspection results for the non-testable devices, only for the testable devices.

Recommendation:
Retain the inspection and test results for backflow prevention devices for at least 12 months and ensure they are available for review during inspections. Ensure a schedule for inspection frequency is set. Maintain a log documenting the inspection and maintenance in written or electronic form, and ensure it is available for review during inspections.

Violation:
Since the last inspection, manual records stated that shock bromination was not circulated for at least one hour on many days. This was observed on at least 24 records total for the port/aft whirlpool spa, starboard/aft whirlpool spa, forward whirlpool spa, and hydropool. Manual records stated the start and stop bromine concentrations above 10 ppm, but the circulation times were less than one hour, ranging from 49 to 59 minutes. Also, no shock bromination start and stop times or start and stop bromine concentrations were documented for the starboard/aft whirlpool spa on 23 February and for the hydropool on 21 April.

Recommendation:
Increase the free residual halogen to at least 10.0 mg/L (ppm) and circulate for at least 1 hour every 24 hours. Test the free residual halogen both at the start and completion of shock halogenation. Superhalogenate the water in the entire RWF system to 10 ppm to include the whirlpool spa/spa pool tub, compensation tank, filter housing, and all associated piping before starting the 1-hour timing. Ensure a written or electronic record of the date and time of water dumping and shock halogenation (concentration in ppm at the start and completion and time) is available for review during inspections.

Violation:
Based on the records, it was uncertain that the hair and lint strainer, the hair and lint strainer housing, and the filter housing were cleaned, rinsed, and disinfected using 50 ppm halogen for one minute. The statement stated the filter was replaced, and the hair and lint strainer and filter housing was cleaned and disinfected using 50 ppm for one minute.

Recommendation:
Clean, rinse, and disinfect the filter housing before the new filter media is placed in it. Ensure disinfection is accomplished with an appropriate halogen-based disinfectant. At a minimum, use a 50-ppm solution for 1 minute, or equivalent CT value. Maintain records on all inspection and cleaning procedures. Clean, rinse, and disinfect the hair and lint strainer and hair and lint strainer housing on all RWFs weekly. Ensure disinfection is accomplished with an appropriate halogen-based disinfectant. At a minimum, use a 50-ppm solution for 1 minute, or equivalent CT value. Maintain records on all inspection and cleaning procedures.

Ensure cooked potentially hazardous food is cooled from 57C (135F) to 21C (70F) within 2 hours and from 21C (70F) to 5C (41F) or less within 4 hours.
