Ensure that the cross-connection control program includes at minimum: a complete listing of cross-connections and the backflow prevention method/device for each, so that there is a match to the plumbing system component and location, and an inspection frequency. Ensure that air-gaps are included in the listing.

THE FREE CHLORINE RESIDUAL MEASURED IN THE OPEN KIDS POOL (SLIDE SECTION) WAS ONLY 2.25 PPM. THE OPPOSITE SIDE MEASURED OVER 3 PPM AND BOTH POOLS ARE CONNECTED THRU A COMPENSATION TANK. A REVIEW OF POOL RECORDS INDICATED THAT THE THREE POOLS WERE HALOGENATED BETWEEN 1 AND 5 PPM AS A PRACTICE, RATHER THAN THE 3-10 PPM REQUIRED OF SPA POOLS. THIS IS A NEW REQUIREMENT IN THE VSP OPERATIONS MANUAL 2005.

THESE POOLS HAVE WATER TURBULENCE FEATURES AND OTHER ELEMENTS SIMILAR TO A WHIRLPOOL SPA AND MEET THE VSP DEFINITION OF A SPA POOL. THE ONLY POOL WHERE SOME QUESTION REMAINS IS ON DECK 11 (#3 PORT) BECAUSE ONLY THE EXTERNAL WATER SPRAY FEATURE COULD BE ACTIVATED DURING THE INSPECTION. THIS POOL HAS BUBBLING EFFECTS IN THE CENTER OF THE POOL. THE SAND FILTERS FOR THE ABOVE POOLS WERE CHANGED ON AN ANNUAL BASIS. THE 2005 VSP OPERATION MANUAL REQUIRES SAND CHANGE AT LEAST EVERY 6 MONTHS. THE ROMAN SPA HAS BEEN DESIGNATED BY THE SHIP AS A WHIRLPOOL SPA, BUT THE AMOS DATABASE REQUIRES SAND CHANGED IN THE FILTER ANNUALLY. THE LAST SAND CHANGE WAS MADE ON A 7 MONTH FREQUENCY.

A STAFF MEMBER STATED THAT THE HAM SLICES WERE MOVED FROM THE OUTER SERVICE SANDWICH BAR UNDER TIME CONTROL TO THE REFRIGERATOR. ONLY TWO HOURS EXPIRED, SO HE RETURNED THE MEAT TO A TEMPERATURE CONTROL UNIT. BOTH ITEMS WERE REMOVED FOR DISCARD.

Recommendation:
Ensure that there is a clear written description when time management is to be used, including the specific refrigeration or holding units involved. Train staff to strictly follow the written procedure and discard any items where the 4 hour time limit has expired. Remove any 7 day discard labels from potentially hazardous foods when they first are moved into a time only control status.

THE WRITTEN TIME AS A CONTROL PLAN STATED THIS WAS A TIME CONTROL STATION. THE CHEESE WAS MOVED IN THE UNIT BEFORE 5:15 PM AND THE RESTAURANT OPENED AT 6 PM. CLOSING WAS AT 10:30 PM, AND THERE WAS NO 4 HOUR DISCARD LABELS FOR THESE TRAYS.

Recommendation:
Ensure that the 7-day discard labels are removed from packages of potentially hazardous foods when they first are transferred to a time only control status. Additionally, when a service period exceeds 4 hours in total, each container of potentially hazardous food must be labeled with the discard time to ensure it is discarded at the 4 hour limit.
