The records indicated that the start of production and the first reading was routinely one hour apart. Per staff, the start time recorded was when the evaporators were turned on. For the first 30 minutes, the high salinity went overboard. Then the three way valve was positioned for water to be produced for the potable water tanks. This would mean the first reading would be within 30 minutes of the water going to the tanks. However, on a few occasions in the past seven months, the time between the start and the first reading was greater than one hour.

Recommendation:
Ensure that potable water is continuously halogenated to at least 2.0 mg/L (ppm) free residual halogen at the time of bunkering or production with an automatic halogenation device that is controlled by a flow meter.
