This Test Operations Procedure (TOP) is intended to furnish basic testing information to facilitate test planning, conducting and reporting, and to achieve standardized chemical protective performance testing of protective masks and accessories using the Simulant Agent Resistance Test Manikin (SMARTMAN). It describes test facilities, equipment, and procedures to be used for SMARTMAN testing and evaluating protective mask technical performance and safety aspects. Biological and radiological protective performance testing of the mask systems is not included in this TOP.

This test operations procedure (TOP) provides the standard method for preparing, planning, conducting, and reporting the agent-simulant technology relationship (ASTR) process for use in testing systems and components. An ASTR is a quantified relationship between a measurement collected with agent and the same measurement collected with simulant at the same conditions. This TOP addresses chemical, biological, and radiological (CBR) defense. Within chemical defense, the individual protection (IP), collective protection (CP), decontamination (decon), and contamination avoidance (CA) capability areas are addressed. Example ASTRs are presented from each capability area. The method identifies steps to determine a traceable, quantifiable, and defensible ASTR during testing of components and systems in realistic and operationally relevant scenarios. This procedure tailors ASTRs to the needs of specific tests in any capability area where testing with simulants is required.

Tests include laboratory analyses, functional performance over special design or wear test courses described in the appendixes, and field testing. This TOP does not include chemical, ballistic, or other protection testing, but does provide the procedures for “conditioning” the “used” items for these tests as a follow-on to verify performance after SAR durability testing. This TOP does not address natural environments testing of clothing.
