This photograph depicted a volunteer worker, as she was manually dry scraping lead-based paint from a porch railing, preparing it to be repainted, while nearby children stood on the porch and watched. A nonprofit organization requested that the National Institute for Occupational Safety and Health (NIOSH) do a health hazard evaluation, to assess lead exposures levels experienced by workers involved in the renovation of older, pre-1960 homes in Cincinnati, Ohio, where lead-based paint was found to be present.
