This historic 1929 photograph, showed a coke plant sewer outlet, that was releasing its contents into the St. Louis River at Morgan Park, Minnesota, near Duluth. A weir had been installed, in order to measure the water flow during the St. Louis water quality investigation survey of 1928-1929. This study, and later studies in 1948 and 1973, showed a progressive deterioration of the water quality in the river, and in nearby Spirit Lake. This was one of a series of instructional illustrations, used by the Minnesota Board of Health to train its state public health workers. The purpose of the images, and the accompanying training, was focused on protecting water supplies from bacterial contamination due to the discharge of industrial waste.
