The scene took place during a conference of the Association of State and Territorial Public Health Veterinarians, held August 3–7, 1964. Standing from left to right are Veterinary Disease Director Dr. James H. Steele; Assistant Surgeon General and U.S. Public Health Service Chief of the Office of International Health, Dr. James Watt; Emeritus Professor of Experimental Pathology at the University of California, San Francisco (UCSF), and Director Emeritus of the George Williams Hooper Foundation for Medical Research, Karl F. Meyer, DVM, PhD; and Director of the Pan American Sanitary Bureau (PASB) and Special Assistant to Dr. Watt, Frederick L. Soper, DrPH, MPH.
