Heckler speaking during a luncheon attended by Centers for Disease Control (CDC) officials. Seated in the foreground on the left is CDC Director William H. Foege, MD, MPH, while CDC Deputy Director William C. Watson, Jr., is seated in the background on the left. As HHS Secretary, Heckler headed the Cabinet-level department under which CDC operated.
